I'm not sure how coffee breaks are supposed to happen, but maybe Zulip can be a nice place to chat about the talks and emulate at least a bit of the usual social interactions that make conferences so nice to attend.

As a slightly separate point, has anybody experienced a conference trying to do a social event online?

SoCS had a social event, one evening. But SoCS is much smaller than IJCAR and less than 12 people participated.

And it was decided on the discord from the conference. It was not part of the conference.

This doesn't need to be officially part of the conference, I imagine. It can be an optional forum for discussions for whoever wants to chat.
I think Zulip is really suited though, better than discord, cause you can make one topic per paper

This is also the advantage from zulip over slack (at least last time I used it)

Yes, slack and discord are more or less the same.

The discord definitely had much discussion (the talks were pre-recorded and questions were handled on the discord)
